What the inspector wrote

On 12/16/2025 at 10:00 am, Licensing Program Analyst (LPA), R. Castanon conducted an announced inspection to add an infant and toddler option component to building 33495 Del Obispo St. This side of the building will no longer serve preschool aged children. Upon arrival, LPA met with Licensee Megha Vashi and Mr. Pranav. Licensee is requesting to be licensed for 8 infants ages 0-24mos in Room 4 and 24 toddler option children ages 18-36 months in Room 5. The hours of operation are Monday-Friday 7:30am to 5:30pm. Room 4 and 5 are physically separated via pony wall and have separate front door entrances. During today's visit LPAs measured Infant Room 4 for a total of 306 square feet which is sufficient to meet the capacity requested for infant component use. Toddler Option Room 5 was measured at 672 square feet which is insufficient amount of space for the requested capacity. A corrected fire clearance will be requested to decrease the capacity of Room 5 to 19. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots/mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filtered water dispensers. LPAs observed all hazardous items to be inaccessible to children. There are 2 toilets and 3 sinks available for children\342\200\231s use but a shared waiver request will be submitted. A separate staff restroom and Director\342\200\231s office at 33501 Del Obispo St. are designated when children are ill. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/15/2025. Low feeding chairs and tables have broad-based legs, wood seats are in good repair and trays lock onto chairs. Low feeding chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Room 4 is equipped with a small refrigerator. Crib area is separated from activity space via plexiglass and wood pony wall. (Continue to page 2) Page 2 This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the crib area. Original Needs and Services Plans and Sleep Plans will be kept in the 33501 Del Obispo office and copies will be kept in the infant activity area. The outside activity space measurements is 600 square feet which is sufficient for the requested infant capacity but not the toddler option. A shared playground waiver request will be submitted. The playground is enclosed by a cement wall that is at least 4 feet high. A portion of the playground is covered with artificial grass but Licensee does not know the exact measurements of material underneath. There is a small plastic play structure with two slides. Licensee stated the structure is for ages 2-6 years of age and will ensure it is inaccessible to any child under 2 years old. Both slides measured 10 inches from the ground. Licensee stated toddler option children 24 months and older will be assisted by staff when using the climbing equipment and only allowed to use portions that they are developmentally capable of using. Water is provided via filtered water dispensers. Shade is provided via three sail shades and building overhang. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
