What the inspector wrote

On 08/12/2025 at 9:20am, Licensing Program Analysts (LPA), Romy Castanon and LPA Silva conducted an announced prelicesing inspection to increase the facility\342\200\231s preschool capacity, add a toddler option component. This is a single license conversion. The existing license number (304371640) will be consolidated with the new assigned license number (304371736). Upon arrival, LPAs met with Director Maha Beydoun. Applicant is requesting to be licensed for 18 toddlers ages 18mos-36mos in Room 7 (previously a preschool room), 117 preschool children ages 2-6 yrs in Room 2, 3, 4, 5 and 6. Room 1 is not a part of the license as it is a private elementary class. During visit, capacity changes were discussed and a corrected fire clearance will be requested. Review of Criminal record clearances were verified through Guardian. All staff were fingerprinted and cleared. The hours of operation are Monday-Friday 7:30am to 5:30pm. Room 7 activity space measurements based off report dated 09/05/2023 measured 695 square feet which is sufficient for the requested capacity for the toddler option program. Inside Room 7 there are 3 toilets and 2 sinks available for the children\342\200\231s use, however, one sink will be utilized for the toddler changing table. The Director will submit a corrected application to decrease the capacity that was initially requested. The furniture fixtures and supplies are age appropriate and sufficient for the capacity requested including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. The facility has a changing table with 3-inch sides and is within hands reach of a sink. Drinking water is available in the classrooms via filtered water fountains and the children\342\200\231s own water bottles. LPAs observed all hazardous items to be inaccessible to children. Room 2-6, there are 6 toilets and 7 sinks available for children\342\200\231s use. A separate staff restroom and Director\342\200\231s office are designated when children are ill. There are no bodies of water or weapons on the property. (Continue to page 2) (Page 2) Playground waivers for indoor/outdoor use are already in place but new requests will be submitted to include the toddler component. The outside toddler activity space measured 2,310 square feet which is sufficient for the requested toddler capacity. The Toddler Playground is enclosed by the facility walls and wrought iron fence. The director states the equipment on the playground is age appropriate, including the climbing structure. The preschool playground\342\200\231s new measurement is 4,764.73 square feet. Water is provided via water jug outdoors and children bring their own water bottles. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted with Director. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Executive Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. (Continue to page 3) Page 3 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: 1. Updated waiver requests and approval for shared indoor/outdoor playground use 2. Updated fire clearance request 3. LIC200A to reflect new capacity and LIC999 for second level off limit area 4. Full review of application packet and corrections requested by LPA Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A capacity increase for preschool and toddler component addition may be granted after the above requirements are met and a final file review is conducted.
