Licensing Program Analysts (LPA) Silva and Castanon conducted an announced Pre-Licensing inspection for a New License. Upon arrival, LPA met with Applicant/Facility Representative Emma Druitt. Three (3) Garden Grove Unified School District employees were also present during today\342\200\231s visit. Applicant is requesting to be licensed for 48 preschoolers ages 3-5 years old in classrooms F25, F26, and F30. Hours of operation will be Monday through Friday 8:15 AM to 3:15 PM.
All indoor and outdoor activity space for the children was inspected today. LPA informed Emma that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
When medications are on site, Emma stated that they will be stored in a locked cabinet located in each classroom. A fully equipped first aid kit is located in a red backpack in each licensed classroom. There is an operational carbon monoxide detector in each classroom. All required licensing documents were observed posted in each classroom. Children will be signed in and out electronically through Care Connect. Emma stated each parent will be assigned an individual code to sign the child in/out.
LPA continued to tour the facility and measured all indoor and outdoor activity spaces. Total indoor activity space measured 2557.55 square feet, which is sufficient to accommodate the requested capacity of 48 preschool children. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children.

Drinking water is available in the classrooms via drinking fountains. Emma stated that children will bring their own water bottle from home, which can be refilled in a filtered drinking fountain. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/16/25.
LPA observed a total of 6 sinks, 4 toilets, and 1 urinal available for children\342\200\224sufficient to accommodate the requested capacity of 48 children. The children\342\200\231s restrooms, located at the end corner of building F, will be used only by the preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Health Office located at the school\342\200\231s building entrance.
Facility will provide breakfast, lunch, and snack, which will be prepared off-site and delivered to each classroom ready to serve.
The facility currently has a fully fenced playground area. Chain-link fencing is at least four feet high. The total square footage for all the outdoor activity space is 15,424 square feet, which is sufficient to accommodate the requested capacity. A shared playground waiver has been submitted for approval. Shade is provided via a building overhang and two trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 years old, which is properly anchored. There is adequate cushioning in the fall zones of the climbing equipment, provided by Pour & Play. Drinking water is available via water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Emma was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant Emma Druitt was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA reviewed with the applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.

The applicant was informed of the

site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No corrections are needed. A license for 48 preschool children will be granted upon a final file review. Licensee representative Emma Druitt understands that if any additional documents/corrections are needed, these must be provided to the Department within 30 days, or the application may be denied.
