What the inspector wrote

At 12:20pm on 9/16/2025, Licensing Program Analyst (LPA) Matthew Gallo met with facility representative Angela Burque for the purpose of an unannounced annual random inspection. During the visit, LPA observed a census of 21 preschool children supervised by 3 staff, and facility representative was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility operates 8:30am-1:30pm, Monday-Thursday, and is closed mid-June to the end of August. LPA toured the building including all activity and classroom spaces, restrooms, food service and outdoor play areas. All necessary postings were observed. Facility representative stated there were no poisons or firearms on the premises, and LPA did not observe any bodies of water. All toxic and hazardous items were inaccessible to children. Functional carbon monoxide detector was present. Furniture and equipment were in good condition and floors were clean throughout the facility. Playground equipment and surfaces were free of loose or sharp parts, and the areas underneath or around climbing equipment were sufficiently cushioned with sand. Children bring food from home and facility provides snacks. The food preparation space was free of litter, all food was protected against contamination, and storage containers with solid waste had tight-fitting covers. Drinking water was readily available to children both indoors and outdoors. The facility uses an digital sign-in/sign-out system. No medication is stored on site at this time. As a half-day program, facility does not nap. LPA reviewed 5 children's files and observed them to be complete. The facility representative stated that personnel files had been removed from site for audit, and were not available during LPA's visit to review. Report continues on 809-C Criminal record clearances were also verified, and facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Facility representative was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding childcare updates, forms, regulations and legislation pertaining to child care centers. Facility representative was also informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A Type B Title 22 Deficiency is cited on the accompanying 809-D Exit interview conducted and report was reviewed with the facility representative, Angela Burque. A notice of site visit was given and must remain posted for 30 days. LPA provided appeal rights.
