At 2:15pm on 6/27/2025 Licensing Program Analyst (LPA) Matthew Gallo met with licensee Bonnie Bartell for the purpose of an unannounced annual inspection. Upon arrival, LPA observed a total census of 5 preschool children. Licensee's adult assistant was also present for the inspection. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include all bedrooms. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children and licensee acknowledges that poisons specifically must be made inaccessible by key or combination lock. Per Licensee, there are no weapons in the home and LPA did not observe bodies of water on the property. Fireplace is barricaded to prevent access by children. There are no stairs in the home. Outdoor play space is fenced. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed 6 children\342\200\231s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Licensee is enrolled to take Pediatric CPR and First Aid course. Mandated reporter certificates for licensee and their assistant were expired. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A Type B Title 22 deficiency is cited on the accompanying LIC809-D page Exit interview conducted and report was reviewed with the licensee Bonnie Bartell. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. LPA provided appeal rights.
