What Happened
Complaint investigation regarding facility space constraints and environmental conditions. Limited classroom access forcing extended outdoor time. Children exposed to uncomfortable outdoor temperatures.
Observations
- Facility has limited classroom access: only classrooms 504 and 505 (lost access to 101 and 310)
- Gym/multi-purpose room available but no priority over school activities
- Children spending extended outdoor time due to classroom capacity limitations
- Application submitted to decrease capacity and add library space (pending)
- New schedule going into effect to limit outdoor time during hot days
- Outside temperature uncomfortable for children
- Children observed with flushed red skin and sweaty hair
- Some children resting on picnic benches

(a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement is not met as evidenced: Facility has lost access to three classrooms. There is currently a pending application to add library and to decrease capacity. This is a potential risk to the health and safety of children in care.
