Licensing Program Analyst (LPA) Jeremey McClain met with facility representative Megan Ortolivo to deliver findings for a complaint investigation. LPA observed 47 preschool children supervised by five staff. It was alleged that the facility did not honor the personal rights of a child in care by handling them in a rough manner and speaking to them in an inappropriate manner. During the investigation, LPA interviewed staff and guardians, LPA reviewed staff and children’s files. LPA attempted to review footage of child and staff interactions, and LPA attempted to interview the child involved in the allegations but was not able to. The evidence gathered is not enough to corroborate the allegations, neither is it enough to say the allegations are false. The preponderance of evidence standard has not been met; therefore, the allegation is determined to be UNSUBSTANTIATED. The investigation will not result in Title 22 deficiencies. LPA reviewed this report with facility representative Megan Ortolivo, and provided a Notice of Site Visit that must be posted for 30 days. LPA provided appeal rights to licensing represntative.
