What the inspector wrote

At 11:45am on 10/8/2025, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Robyn Lowry for the purpose of an unannounced annual inspection. Upon arrival, LPA observed a total census of 8 children, consisting of 7 preschool children and 1 infant. Licensee's adult assistant was also present for the inspection. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Prior to today's inspection, the off limit areas included the garage, master bathroom, bedroom 1, bathroom 1, laundry room, living room, dining room, and garden area. During the visit, licensee stated they wished to change their master bedroom to an off-limits area. Moving forward, updated off-limit areas are: garage, master bedroom/bathroom, bedroom 1, bathroom 1, laundry room, living room, dining room, and garden area. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children. Per Licensee, there are no weapons in the home. Fireplace is barricaded to prevent access to children, and the outdoor play area is fenced. The backyard features an in-ground pool surrounded by a 5 foot fence that does not obscure view, is not climbable, and features self latching and self closing gate that open outward. LPA observed that the alarm in the pool used to detect entrance into water was not in working condition, and LPA determined that the alarm is not ASTM compliant. A floating life ring was present, but did not feature a USCG-approved label. LPA did not observe a USCG-approved rescue pole and body hook with a length of 12 feet. LPA did not observe a log of daily inspections of safety features and equipment. Report continues on 809-C Criminal record clearances were verified, and licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Licensee is enrolled to renew CPR and First Aid certification this month. The licensee's mandated reporter expired August 2025. LPA reviewed employee's file and observed that their mandated reporter training was not complete. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Report continues on 809-C Title 22 deficiencies are cited on the subsequent pages of this report. Exit interview conducted and report was reviewed with the licensee, Robyn Lowry. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. LPA provided appeal rights.
