Inspector’s narrative

What the inspector wrote

At 9:25am on 1/22/2026, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Laura Chambers for the purpose of an unannounced annual inspection. Upon arrival, LPA observed a total census of 3 children consisting of 2 infant and 1 preschool child. Licensee stated no others were in the home today except for their spouse, who was present for the inspection. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. There are no off-limit areas to the home. All required postings were present. LPA observed a 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children. Per Licensee, there are no weapons in the home. Fireplace is barricaded to prevent access by children. There are no stairs in the home. Outdoor play space is unfenced, and licensee acknowledges that 100% supervision is required in all unfenced areas. The backyard features an in-ground pool surrounded by a 5 foot fence that does not obscure view, is not climbable, and features self latching and self closing gates that open outward. LPA observed a functioning alarm that sounds upon detecting entrance into the water and is ASTM compliant. Both a USCG-approved rescue pole and body hook with a length of 12 feet and a USCG-approved life ring of at least 17 inch diameter were within sight of the pool. LPA observed log of daily inspections of safety features and equipment. There is also a small seasonal creek that runs along the backside of the property. Licensee understands that 100% supervision is required at all times children are in the backyard. Waiver on file. Report continues on LIC809-C Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed 3 children\342\200\231s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 12/2027, and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 1/2028. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today\342\200\231s inspection. Report continues on LIC809-C Exit interview conducted and report was reviewed with the licensee, Laura Chambers. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
