What the inspector wrote

At 1:00pm on 5/20/2026, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Camila O'Gorman for the purpose of an unannounced annual inspection. Upon arrival, LPA observed a total census of 10 children. Through interview and record review, LPA determined the census consisted of 5 infants and 5 preschool children. Licensee's assistant was present for the visit. Facility operates Monday-Thursday, year round. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Prior to the visit, off-limit areas included: entire upstairs, garage, and laundry room. During the visit, LPA observed 5 children, 3 of which were infants, napping in two of the upstairs bedrooms. Licensee stated that those rooms have become vacant and have been used for napping. LPA discussed the requirement to notify licensing prior to moving any off-limit area to on-limit. Moving forward, the off limit areas of the home will include: master bed/bath, laundry room, and garage. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children. Per Licensee, there are no weapons in the home and LPA did not observe bodies of water on the property. Stairs are barricaded to prevent access by children. Outdoor play space is fenced. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Report continues on LIC809-C LPA reviewed 10 children’s files and observed required records of immunizations were missing for all children, and 15 minute sleep logs were missing for infants. A current roster has not been maintained. Current CPR/First Aid certification was verified and expires 7/2027. LPA did not observe current mandated reporter training for licensee or their assistant. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Title 22 deficiencies are cited on the subsequent pages of this report. LPA Matthew Gallo informed licensee Camila O'Gorman that this report dated 5/20/2026 documents 2 Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Report continues on LIC809-C Also, LPA Gallo informed the licensee to provide a copy of this licensing report dated 5/20/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the licensee, Camila O'Gorman . During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided.
