What the inspector wrote

The preponderance of evidence standard has been met; therefore, the allegation is determined to be SUBSTANTIATED. A Title 22 deficiency is cited on the 9099-D page of this report. If not corrected, this deficiency is considered a potential threat to the health and safety of children and care. Appeal Rights were provided. An exit interview was conducted with licensing representative Michelle Wise. A Notice of Site Visit was posted and shall remain posted for 30 days.

    Teacher Qualifications and Duties. (j) Each teacher shall visually observe aides under his/her supervision whenever the aide is working with children, except as provided for in Sections 101216.2(e)(1) and 101230(c)(1). This requirement was not based on interviews with staff from the facility and the photography company, Lil' Angels. It was deternined that unqualified staff were not always overseen by a qualified teacher while teh children were taking pictures. This poses a potential threat to the health and safety of children in care if not corrected.
