What the inspector wrote

All times on this report are approximations. At 11:30 a.m. on Tuesday, March 15, 2022 Licensing Program Analysts (LPAs) Amanda Blesi met with Director, Paolo Sarmiento for the purpose of an unannounced 1 year required inspection. A COVID-19 risk assessment was conducted prior to entry. Director guided LPA on a tour of the facility, at which time a census of 29 preschool children supervised by 4 staff was observed. A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Medications are stored, inaccessible to children. Director stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities were sanitary however one toilet was missing a cover and did not flush. Bins for solid waste in the kitchen have tight fitting lids. The floors appeared clean throughout the facility. Facility provides snack. There are functional water fountains indoors and outdoors. Children also have labeled water bottles. LPA observed full legal signatures while reviewing the sign in and sign out sheet. Playground equipment and surfaces are free of loose or sharp parts. LPA observed wood chip cushioning beneath the play structure. Outdoor shade is provided by trees and awnings. There are no firearms or bodies of water on the premises. LPA observed a functional carbon monoxide detector. LPA reviewed staff files. LPA observed immunization records and documentation of the educational background, training, and/or experience. Director was advised that Mandated Reporter training must be renewed every two years and can be renewed at www.mandatedreporterca.com . (Report continues on 809-C) At 12:45p.m., LPA reviewed children's records. Each child's file contained an emergency card, consent for emergency medical treatment, health history and notifications of children’s and parent’s rights. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s personnel, and administrative records. Testing will be required beginning January 1st, 2020 to January 1st, 2023 and must be conducted every five years from initial testing . LPA discussed with owner Paolo the application for change of ownership for Sterling Montessori has been pending over 90 days. LPA is requesting that Paolo submit a statement indicating weather he would like to withdraw the application or complete the licensing process. If he is to continue the licensing process, the application must be completed, including an an approved fire clearance, within 15 days. Exit interview conducted and report was reviewed with the licensee Paolo Sarmiento. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
