What the inspector wrote

On April 3, 2024 Licensing Program Analysts (LPAs) Lea Habtom and Dao Vang met with owner/director Paolo Sarmiento to follow up on an self reported unusual incident. At the time of arrival, a census was taken which consisted of 20 preschool children and 5 school age children being supervised by the director and 2 staff members. LPAs interviewed staff and children regarding the reported unusual incident on February 23, 2024 and was unable to collect enough information to determine that Title 22 regulations were violated. This report was reviewed with the owner/director Paolo Sarmiento. A notice of site visit was provided to be posted for 30 days. No Title 22 regulations were cited. Appeal rights provided.

  • CRIMINAL RECORD CLEARANCE

    101170(e)(1) Criminal Record Clearance: All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing or volunteering in a licensed facility: (1)Obtain a California clearance or a criminal record exemption as required by the Department This requirement was not met as evidenced by a staff, Julia Versace, who is a preschool teacher was providing care with no fingerprint clearance which posses an immediate health and safety risk to the children in care.

  • TEACHER QUALIFICATIONS AND DUTIES

    101216.1(c)(1) Teacher qualifications & Duties: (c)To be a fully qualified teacher, a teacher shall have one of the following:(1) Twelve post-secondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program. This requirement was not met as evidenced by LPA observations & interviews that aides are supervising which posses an immediate health & safety risk to the children in care.

  • RESPONSIBILITY FOR PROVIDING CARE AND SUPERVISION

    101229(a)(1)Responbility for Providing Care and Supervision: (a)The licensee shall provide care and supervision as necessary to meet the children's needs.(1) No child(ren) shall be left without the supervision of a teacher at any time. This requirement was not met as evidenced by: Interviews conducted and LPAs observation that school age children were left with no staff supervision which posses an immediate health and safety risk to the children in care.
