What the inspector wrote

All times on this report are approximations. At 11:15am Licensing Program Analyst (LPA) Amanda Blesi arrived on the elementary school campus and checked in at the school administration office. AT 11:30am LPA met with Tyra Day and Jessica Anaya Center Manager for the purpose of an unannounced required 1-year inspection. A Covid -19 risk assessment was conducted over the phone prior to entry into the facility. The facility is located in the portable room #39 on the Rocklin Elementary school campus. At 11:40am LPA observed 6 napping preschool children supervised by two staff. All criminal record clearances are associated to the Sunset Ranch facility #313620604. Facility hours of operation are Monday through Friday from 7:00am to 6:00pm. LPA toured the portable classroom, restroom, and outdoor play area. The playground is shared with the kindergarten elementary school children and the facility uses an alternating schedule to keep the age ranges separated Staff stated there are no children who require medications. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. LPA observed the a climbing structure used wood chips as padding to absorb a fall. LPA advised director to follow manufacturer guidelines. Toileting facilities are in sanitary and operating condition. The floors appeared clean throughout the facility. All food was protected against contamination. Facility program provides lunch and snacks. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPA reminded staff that 100% supervision is required at all times, including in the bathroom. There are no firearms or bodies of water on the premises. LPA observed a functional carbon monoxide detector. Report continued on 809-C. At 12:00pm Three staff and four children's files were reviewed for Emergency Cards and a medical assessment. At least one staff member present today has current Pediatric CPR and First Aid certification. Mandated Reporter certificates were verified. LPA reviewed the Department's inspection authority and discussed any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. (No medications were on site during today's inspection)Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm LPA discussed Assembly Bill 2370, which will require licensed Child Care facilities to test their water for excessive amounts of lead. Testing will be required beginning January 1st, 2020 to January 1st, 2023 and must be conducted every five years from initial testing . This facility evaluation report was reviewed and discussed with Jessica Anaya. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers. An exit interview was conducted. No deficiencies were cited in the areas evaluated.
