What the inspector wrote

Application Specialist (AS) Mai Lor and Licensing Program Analyst (LPA) Lea Habtom met with Ashesh Kumar Singh for the purpose of an announced pre-licensing inspection. Present during this inspection is also Owner/Licensee Lorraine Bell. Census included 29 preschool children and 4 staff. Applicant is requesting a preschool license to serve 36 preschool children from age two to entry into first grade. The program will operate Monday through Friday from 6:00 AM to 6:00 PM. The fire clearance was granted on 02/16/2023. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. Entrance Checklist was provided to the applicant. INDOOR ACTIVITY SPACE: The preschool has two classrooms: (Preschool (3-6 years old) and Toddler (2-3 years old), and a kitchen to support food preparation. AS and LPA observed sufficient age-appropriate equipment, toys, tables, chairs, cots and individual cubbies. There is a first aid kit in each of the classrooms. Applicant stated medications will stored in the kitchen and inaccessible to children in care. Applicant stated there are no firearms or weapon on the premises. AS and LPA observed drinking fountains throughout the classrooms and one drinking fountain in the preschool play yard. AS and LPA observed a functional carbon monoxide detector in the facility. Applicant stated the facility will be utilizing an electronic sign in and sign out system. Applicant stated the facility will provide morning and afternoon snacks. Parents will be responsible for lunch. (Report continued on subsequent LIC 809) AS and LPA measured the classrooms. The total classroom space contains a total of 1,271.90 square feet. which will accommodate the requested capacity for 36 preschool children. There is a total of five toilets and five sinks, which one of the sinks is located in the preschool play yard. There are two toilets with privacy located in the school age classroom which will be designated for the school age children. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in office and will use the staff restroom room, if necessary. OUTDOOR ACTIVITY SPACE: There are two outdoor activity space for preschool children (younger preschool (2-3 years) play yard and older preschool (3-6 years old) play yard). The outdoor play area is surrounded by a metal fence that is at least four feet tall; however, AS observed and measured the back fencing area on the major preschool play yard with a measurement of approximately three feet and one inch. AS advised the applicant that the fence does not meet the required minimum height. AS and LPA observed a play structure anchored to the ground and a separate swing set. AS and LPA did not observe a safety label. Applicant was advised to follow manufacturer guideline. AS and LPA observed sand underneath high climbing areas. There is adequate shade provided by trees and overhangs. AS measured the outdoor activity space. The outdoor play area contains a total of 12,324.09 square feet, which will accommodate Applicant's request for 36 preschool children. There is a small basketball courtyard located above the younger preschool children's outdoor play yard which AS did not measure. Applicant stated it is additional space that the children can utilized as necessary. AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. (Report continued on subsequent LIC 809) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.
