Inspector’s narrative

What the inspector wrote

On May 28, 2026, Licensing Program Analyst (LPA) Stephanie Piring met with Licensee, Clara Imendia, for an unannounced complaint investigation visit to delivering findings. Upon arrival, LPA observed a census of nine children in care 2 infants, and 7 preschool age children, being supervised by the licensee and assistant, spouse. All individuals subject to criminal background review have obtained a criminal record clearance. It was alleged the licensee is operationg over the licensed capacity. During the course of the investigation, LPA made observations, reviewed relevant documetation, and interviewed licensee and authorized representatives. During todays visit, and LPAs visit on 3/16/26, LPA observed 9 children in care. LPA did not observe the licensee exceeding the capacity and limitations outlined on the license. Interviews with Authorized Representatives did not reveal instances in which the licensee may have had more children in care than authorized. Witness statements and LPA observations, failed to corroborate the allegation. Although the allegation may have happened, there is not a preponderance of evidence to prove the allegation; therefore, the allegation is unsubstantiated. Exit interview conducted and report was reviewed with Licensee, Clara Imendia. A notice of site visit was provided and must remain posted for 30 days. Appeal Rights were provided.
