What the inspector wrote

On the above noted date and time , Licensing Program Analyst (LPA), Diana Brasel conducted an unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Site Supervisor Nancy C ortez. Licensee is requesting to decrease from a capacity of 95 preschool children to 50 preschool children ages 2 through 5 in rooms CV1 and CV2. Hours of operation will be Monday - Friday 8:00 am - 4:00 pm. Present during today\342\200\231s inspection were 27 children with 4 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Nancy Cortez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 1977.81 , which is sufficient to accommodate the requested capacity of 50 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountain, Brita water with disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. An updated Fire clearance will be obtained prior to processing the decrease request. LPA observed a total of 4 sinks and 4 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 50 children. LPA reviewed with Site Supervisor the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. The facility currently has a fully fenced playground area. Fencing is wrought iron which is at least four feet high. The total square footage for all the outdoor activity space exceeds 100 x 100, which is sufficient to accommodate the requested capacity. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children that is age appropriate, it has slides with four climbing stairs to structure, and is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning material and artificial turf. Shade is provided via large permanent canopies and trees. Drinking water is available via a drinking fountain . LPA observed all hazardous items on the playground to be inaccessible to children. Site Supervisor was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Criminal Record Clearance - Child Care Centers: Site Supervisor was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Site Supervisor was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Per Site Supervisor the preschool children eat in their meals and snacks in their classroom, meals are delivered from Central Kitchen. Upon receiving the updated STD 850 Fire Clearance LPA Brasel will process the request to decrease the sites capacity to a capacity of 50 preschool children in rooms CV1 and CV2 as requested. A notice of site visit was given to Nancy Cortez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Site Supervisor, Nancy Cortez.
