Licensing Program Analysts (LPAs) Tricia Danielson and Hayley Corn conducted an unannounced case management visit on February 11, 2026 at 8:45 AM to follow up on the status concerning having a qualified director. LPAs met with Licensee Phil Walker informed them of the purpose of the visit. During today's visit the center had 25 children enrolled and 17 children were present. On October 9, 2025 during a previous case management visit, the center notified LPA Corn that the center had terminated their previous director and Wendi Alcala had been appointed to the position of director. A citation was issued due to the center's failure to report the change of directorship to the Department. Following the October 9, 2025 visit and throughout December 2025, the Department worked with the center in an effort to obtain the required documents in order to prove Alcala qualified for the position of director however, the process has not been completed and the center has failed to respond to the Department's follow up requests for additional information. As of today's date, the center continues to operate without a qualified director. As a result, an citation is documented on the attached LIC 809-D. An exit interview was conducted, and this report was reviewed with and provided to Licensee Walker. Appeal Rights were also discussed and provided to Walker. An LIC 9213- Notice of Site Visit was also issued and must remain posted near the main entrance for 30 days. Non-compliance with posting will result in a $100 fine. This report must be accessible to the public for three years.
