Inspector’s narrative

What the inspector wrote

Licensing Program Analysts (LPAs) James Wilkerson, Joanne Domingo & Linda Almaraz arrived at this facility to conclude an investigation into the above allegation. LPAs toured the facility and conducted census. An initial investigation was conducted on 10/15/21 and extended at that time. During the course of this investigation interviews were conducted and documents were provided to LPAs. It was alleged that children are not being required to wear face coverings. The facility was cited a a "Type A" citation for the same allegation in Augusut of 2021. Copies of the Type A citation were provided to parents of children in care. There were many parents who wrote on their copies that they didn't wish to have their children wear any face coverings. The California Department of Public Health does not recognize any parental exemptions for the face coverings, therefore the parents cannot be granted exemptions for this reason. Based on the CDPH requirements and signed documents from parents being accepted by the facilty for parental exemptions, the preponderance of evidence has been proven and the above allegation is SUBSTANATIATED. SEE LIC 9102 for Technical Violation. There is no citation associated this substantiated finding. A Notice of Site Visit was posted and a copy of this report was provided to the facility on this date.
