What the inspector wrote

1st allegation continued: On 03/12/2024 LPAs Susan Brewer and Laura Mejorado, inspected the indoor activity areas and observed bedroom 2 to have un-mounted shelving and propped up against the bed, sewing supplies, pushpins, needles and other crafting supplies located in the room. LPAs observed clutter of craft items, tools, boxed electronic peripherals, and miscellaneous home supplies such as light bulbs, batteries, home fresheners located in the dining room. LPAs observed children's equipment, clothing, throws, located the living room and hallways open and accessible to daycare children. LPAs observed the outdoor refrigerator designated for children to have expired condiments with beginning stages of mold. 2nd allegation: It was reported that the licensee does not provide a safe environment for day care children due to the licensee stacking items on large unstable shelving and bookcase in a narrow hallways, which is creating a barrier for children to walk or utilize the indoor activity areas. LPAs observed the shelving in the hallway and verified the shelving to be stable. However, during the inspection of the outdoor activity area LPAs observed propane tanks, wheel barrel, ladders, and miscellaneous equipment for landscaping, decorating and home projects which were accessible to children. LPAs also observed miscellaneous hygiene hair, nail, facial and dental products to be accessible to daycare children. In addition, the LPAs observed a body of sitting water up to 4 inches deep in a large planter along the passageway to the outdoor activity area, making it accessible to daycare children. By their own admission, the licensee Brenda Strader stated that the facility was cluttered and they made necessary steps to correct the issues. Based LPA Susan Brewer and Laura Mejorado's observations, interviews which were conducted with pertinent parties and licensee's own admission the preponderance of evidence standard has been met, therefore the above allegations are SUBSTANTIATED. The potential hazards were addressed with the licensee and corrected during the annual required inspection conducted on 03/12/2024, therefore deficiencies were not cited during today's inspection. On today's date LPA Susan Brewer verified the licensee made additional corrections since 03/12/2024. No violations were observed on today's date. The licensee was informed that California Code of Regulations Title 22 102417(b) the home shall be kept clean and orderly, with heating and ventilation for safety and comfort... and California Code of Regulations Title 22 102417(g) the home shall be free from defects or conditions which might endanger a child...An exit interview was conducted with Licensee Brenda Strader and appeal rights were explained, copies of the report and appeal rights were left with the licensee. A Notice of Site Visit was issued and must remain posted for 30 days for public review.
