Licensee indicated that C1 was sleeping when parent arrived, and that once the child was awakened the parent changed the child’s diaper. Although C1 did have a soiled diaper, the child had been sleeping up until the moment the parent arrived. Thus, the Licensee did not have an opportunity to change the child before the parent arrived. Based on the investigation, the allegation that child’s diaper needs were not met is Unsubstantiated. A finding of UNSUBSTANTIATED means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. An exit interview was conducted where a copy of this report was provided along with copies of the LIC811 (confidential names) and of the Appeal Rights. A Notice of Site visit was given, and the Licensee understands that it must remain posted for 30 days.
