Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Jesse Gardner arrived unannounced to conduct a case management welfare check at the facility. Upon arrival, LPA met with Staff One (S1) Assistant Diana Sierra and Staff Two (S2) Mariah Mercado was also inside providing care and supervision. Licensee Judy Sadler was not present. LPA conducted a tour of the facility and found two children in care. This visit was in reference to missing records for Child One (C1) identified during a visit on 12/4/2025. On today's date, C1's record was complete and no violation of Title 22 was identified. An exit interview was conducted where a copy of this report along with copies of the LIC809D, LIC811 (confidential names list), and Appeal Rights were provided.

    102417 Operation of a Family Child Care Home(a) The licensee shall be present.. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. This requirement was not being met as evidenced by: Based on LPA observation and interview with staff, the Licensee left this morning, 01/09/2026 and would not return until 01/18/2026 while the day care is still in operation left to the Licensee's daughter. This is a potential health and safety and/or personal rights risk to children in care.
