Based on observation, the licensee did not comply with the section cited above. Upon entering the facility, the licensee was observed caring for 9 children, without an assistant present. The assistant arrived approximately 20 minutes later, while the inspection was already in progress. This poses an immediate health, safety or personal rights risk to persons in care.
