What the inspector wrote

On the date and time listed, Licensing Program Analysts (LPAs) Samuel Lopez and Perla Ordonez conducted a Case Management-Legal/Non-Compliance inspection. This inspection is in agreement with, and as a result of a Non-Compliance Conference, that took place on 7/30/2025, due to concerns associated with the facility history and citations issued. The citations issued were regarding Criminal Record Clearance, Staffing Ratio and Capacity, Infant Safe Sleep, and Operation of a Family Child Care Home. LPAs met with the Licensee Martha Escobar, toured the facility and conducted a census. The following was observed: - All adults present, at this time, have a Criminal Record Clearance (Licensee and daughter Monica). Licensee disclosed that their son (Miguel) and minor grandchild stops by on the weekends and stays overnight. - Staffing Ratio and Capacity are being met as the licensee was present with only two children - Infant Safe Sleep regulations are being followed as observed by LIC 9227 and sleep logs being kept - Regulations related to the Operation of a Family Child Care Home were being followed by the observations made in the kitchen, restroom, and other areas where the children have access to. These areas where free of any items that may be hazardous to the children. Licensee Martha Escobar was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated No cited/observed deficiencies during today's inspection A notice of site visit was given to Licensee Martha Escobar and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensee Martha Escobar.
