What the inspector wrote

On December 19, 2025, at 3:00 PM, Licensing Program Analyst (LPA) William Chancellor conducted a Case Management visit, separate from an annual inspection initiated on today's date. LPA originally arrived unannounced at Childtime Children's Center (CCC) and was greeted by Director (DIR) Abby Lewis. A case management visit is being conducted in response to the receipt of an Unusual Incident Report (UIR) received by Community Care Licensing (CCL) on December 11, 2025. Director notified CCL of an incident involving child 1 (C1) being left unattended during a transition from the playground to their classroom. During the investigation, LPA reviewed relevant documentation and interviewed two staff. Record reviews and interviews, corroborated that C1 was left unsupervised in the school hallway for at least five minutes. Staff 2 (S2) was able to confirm that C1 was not appropriately counted into ratio on a name-to-face document. Staff located C1 inside a school hallway and report child was not in distress or injured. Based on confidential interviews conducted and records reviewed, the facility is being cited under California Code of Regulations Title 22, Section 101229(a)(1) Absence of Supervision. Please reference 809-D. An exit interview was conducted with Director Abby Lewis. LPA provided copy of this report, including LIC 9099D, appeal rights, and a Notice of Site Visit which must be posted for 30 consecutive day.

    (a) The licensee shall provide care and supervision as necessary to meet the children's needs. (1) No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation.This requirement was not met as evidence by.... Based on two of two interviews and records reviewed, C1 was left alone at the end of a hallway for approximately five or more minutes. C1 was located when appropriate name-to-face documenation was reviewed. Which poses a potential health, safety and/or personal rights risk to children in care.
