Inspector’s narrative

What the inspector wrote

On the above listed date and time, Licensing Program Analyst (LPA) Kelly Gerth and Licensing Program Manager’s (LPMs) Pauline Beschorner and Carlos Martinez met with Licensee Angela Anton at Riverside Southeast Regional Office. The purpose of this meeting is to discuss incidents where staff were observed handling children in a rough and inappropriate manner while in care. During visits to the CCC on 12/31/24, 1/26/25, and 2/3/25, LPA obtained information from interviews conducted and evidence gathered that revealed that staff were observed handling infants roughly, inappropriately, or in a concerning manner. Further interviews indicated that while some staff members did not directly witness the rough handling, they expressed concerns about the way S1, S2, and S3 spoke to the infants in their care. Additionally, during a review of records, LPA noted that S1-S3 had received written disciplinary reports in December 2024 for unprofessional and inappropriate interactions with the children. Therefore, the facility is being cited for California Code of Regulations, Title 22,101223(a)(1) Personal Rights, cited on the attached LIC 809D. An exit interview was conducted and a copy of this report along with appeal rights and notice of site visit were provided to Licensee Angel Anton.
