What the inspector wrote

On 11/10/2021 at 09:05am, Licensing Program Analyst (LPA) Destinee Hogue conducted an unannounced case management inspection to follow-up on an Unusual Incident Report (UIR) submitted by the facility to the Riverside Child Care Regional Office on 10/27/2021. At the time of inspection, LPA toured the facility (specifically were the reported incident took place), took census, and met with Interim Site Director, Kimberly Byers to discuss the self-reported incident. On or about October 25, 2021, a child's authorized representative notified the facility that a staff member in Room #5 slapped a child(ren) on their hand(s) after a child(ren) had a bowel movement on themselves. LPA Hogue interviewed staff members in Room #5 and interviews disclosed that a child(ren) had a bowel movement on themselves. One staff member was cleaning and changing the child(ren) and the second staff member was sitting down near the bathroom doorway and had a visual of the staff member who was assisting the child(ren) in the bathroom. Staff members interviewed disclosed that during the cleaning and changing of the child(ren), the classroom bathroom door was open. Staff members interviewed, deny disciplining a child(ren) for using the bathroom on themselves and deny slapping or hearing an individual slap a child(ren. Based on interviews and information obtained during the inspection, as well as an inspection of the area where the reported incident occurred, there appears to be no violations of Title 22 Regulations, at this time. An exit interview was conducted with Interim Site Director, Kimberly Byers and a Notice of Site visit was issued, along with a copy of this report. No deficiencies were cited during this inspection.
