What the inspector wrote

On 11/20/2022 at 7:25 AM Licensing Program Analyst (LPA), Susan Brewer, arrived and conducted an annual inspection as part of a compliance review. This is a combination center and the other licensed programs are: Preschool and Infant programs which were also inspected on this date 11/10/2022. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: Present was Assistant Director Ania Jones. Licensee Director Katrina Wanemacher arrived at approximately 9:20 AM. Normal Days and hours of operation: 6:30 AM to 6:30 PM, Monday \342\200\223 Friday in School Age classroom The following were posted and are updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent\342\200\231s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu \302\267 The facility is operating with the limits as stated on the license on 11/10/2022. \302\267 Ratios are being met during this inspection with 2 staff and 8 children present. School Age children left at approximately 8:01 AM to be transported to school by the agency. \302\267 Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards \302\267 There are no weapons present at the facility as stated by Director Katrina Wanemacher. \302\267 There are no accessible bodies of water present on 11/10/2022. All wading pools or similar product must be emptied immediately after use and stored in an upright position. No wading pool on site. \302\267 Drinking water is provided in the indoor activity space by tap water, personal drinking cups and disposable dixie cups. The facility has 4 water fountains on site that are working but not utilized. \302\267 Medications are stored where inaccessible to children and stored in the Kitchen and staff room. \302\267 Hazardous items are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous are stored in the kitchen and locked utility room. \302\267 Poisons and toxins are locked in the utility room. \302\267 All floors are clean and safe on 11/10/2022. \302\267 Bathrooms were observed to be safe, sanitary and in operating condition on 11/10/2022. \302\267 Playgrounds are enclosed by appropriate fencing and free of hazards. \302\267 Outdoor activity areas are supplied with age and size appropriate equipment in good condition. The outdoor play area has a shade area and natural grass to cushion a fall. \302\267 Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin. A quarterly service \302\267 Food is stored appropriately and protected from contamination on 11/10/2022. \302\267 Sign in/Sign out record was reviewed and meets regulation requirements 11/10/2022. A waiver is on file for electronic sign in/out at the facility. \302\267 Disaster drills are conducted at least every six months \342\200\223 last drill conducted on 11/08/2022 with 3 staff and 5 children at 7:00 AM. A review of staff and children's records were conducted as part of this evaluation. \302\267 Children\342\200\231s records were found to be complete during this inspection 11/10/2022. \302\267 A Staff member is present with current Pediatric CPR/First Aid which expires on 02/2023 \302\267 Opening and closing staff member\342\200\231s CPR/First Aid expires on 02/2023 \302\267 Director completed Health and Safety Training 09/08/2019, Lead 03/03/2022. \302\267 A review of staff records indicates that all staff present meet minimum qualifications for the position for which they were hired. \302\267 A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions and mandated reporter AB1207 training verification on 11/10/2022. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm The following items were discussed with the Licensee/Director during inspection: \302\267 Menus shall be posted at least one week in advance in a place visible by the child\342\200\231s authorized representative, dated and kept on file for 30 days, and made available upon request. \302\267 The areas around or under high climbing equipment, swings, slides, and similar equipment shall be cushioned with material that absorbs a fall. \302\267 The Licensee was informed of their reporting requirements and provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO10@dss.ca.gov \302\267 The Licensee can submit transfer forms to associate new individuals or to disassociate someone from your facility at: Associations_Disassociations858@dss.ca.gov LPA Susan Brewer, discussed the safe sleep regulations with licensee Director Katrina Wanemacher and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Director Katrina Wanemacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LIC 309 Administrative Organization AND LIC215 for changes in administration. 2. LIC 308 Designation of Administrative Responsibility (only if changes have been made & current designation is on file) 3. LIC200 with updated information. 4. Board resolution and minutes.
