What the inspector wrote

On 10/02/24, Licensing Program Analysts (LPAs) Kelli Waters and Gabriela Hernandez arrived unannounced at the facility to conduct an annual inspection as part of a compliance review. During the inspection, Licensee, assistant and one adult resident were present. LPAs met with Licensee Martha Arroyo and toured the facility, inside and out, records were reviewed, and the following was observed and/or discussed: Facility Review: \342\200\242 Normal days and hours of operation are: Monday-Friday 6am-5am \342\200\242 Off-limit areas include: Bedroom 2, laundry room, garage & entire second floor \342\200\242 The facility is licensed to have no more than 14 children as a large FCCH and is operating within the licensed capacity and appropriate ratios. 3 children with 2 staff \342\200\242 Appropriate supervision was being provided during this inspection \342\200\242 A working telephone is present, and the current phone number is on file \342\200\242 A fire extinguisher (2A:10BC) was observed, however it was not fully charged. A smoke detector and carbon monoxide detector were present and tested by the Licensee during this inspection. \342\200\242 Fireplace is properly screened to prevent access by children \342\200\242 All hazardous items are stored inaccessible to children \342\200\242 Toxins are locked and inaccessible to children in care. \342\200\242 Weapons are not present and according to Title 22. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations \342\200\242 Stairs are barricaded \342\200\242 Clean, safe, and age-appropriate toys are provided \342\200\242 Facility Sketch, Emergency Disaster Plan and Notification of Parent\342\200\231s Rights poster are posted \342\200\242 Documentation of fire and disaster drills are on file \342\200\223 Last drill was conducted on 07/09/24 \342\200\242No bodies of water are present at this time. The pool is currently under construction, no water present, and will not be completed as a pool. Licensee will contact department with estimated completion date and to have LPA inspect changes. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. Record Review: \342\200\242 Verification of control of property is on file \342\200\242 Current roster on file, updated while present \342\200\242 Children\342\200\231s records are complete \342\200\242 Mandated Reporter Training expired on 8/23 \342\200\242 Pediatric CPR and First Aid Card expires on 4/26 \342\200\242 Health & Safety college classes were completed per Licensee \342\200\242 Resident and/or staff records were reviewed and all adults who require caregiver background checks have received all required clearances and/or exemptions. S2 present in the facility had a background clearance but was not \342\200\234re-associated\342\200\235 to facility by inspection date. Licensee was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. On-line Licensing forms & regulations for a Child Care Center can be obtained on the Department\342\200\231s website: www.ccld.ca.gov . A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and this report was reviewed with the Licensee Martha Arroyo. Appeal rights were discussed and provided during the exit interview.
