What the inspector wrote

On March 11, 2026, at 11:31 AM, Licensing Program Analysts (LPAs), William Chancellor and Courtnee Peebles conducted an unannounced Case Management inspection for a decrease in preschool capacity, eliminating classroom 2 and adding it under the infant component. Upon arrival, LPA met with Facility Representative Melissa Almanza. Applicant is requesting to be licensed for 96 preschool age children in classrooms 3-6. Hours of operation will be listed as Monday through Friday 7:00 AM- 6:00 PM. Present during today’s inspection were ( 58 ) preschool children with ( 9 ) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA continued to tour the facility and measured existing indoor and outdoor activity space. Total indoor activity space measured 3340.26 square feet, which is sufficient indoor space to accommodate only 95 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via individual water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on February 11, 2026, approved by Murrieta Fire Department. LPA observed a total of ( 13 ) sinks and ( 7 ) toilets available for preschool aged children’s use. These are sufficient to accommodate the approved capacity of ( 95 ) children. LPA informed facility representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. The facility currently has a fully fenced playground area. Fencing is comprised of both chain link and wrought iron, LPA’s verified all fencing to be at least four feet high. The total square footage for all the outdoor activity space is 5696 square feet, which is only enough outdoor space to accommodate (75) children at one time. This is insufficient for the number of children being requested. A playground waiver will be submitted to share the playground at different times in the AM and PM due to limited square footage. Shade is provided via natural trees, playground structures and wind sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages which is properly anchored. There is adequate cushioning in fall zones of climber provided by sand. Drinking water is available via individual water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative Melissa Almanza was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. No deficiencies are being cited at this time. A license for (95) preschool aged children will be granted upon a final file review under the preschool license. Licensee Representative Melissa Almanza understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview was conducted and report was reviewed with Principle Melissa Almanza.
