What the inspector wrote

4 of 4 staff interviewed revealed that C1 had attended the day care for approximately 2 months, and during that time, had difficulty separating themselves emotionally from their parents. All 4 staff relayed that C1 would need distractions, such as viewing books, and other visual aids, and that staff often would work to encourage C1 to calm down during nap time. 4 of 4 staff interviewed all denied the allegations stating they did not restrain C1 in any fashion, nor did they see anyone else restrain C1. 4 witnesses were interviewed. 4 of 4 witness denied observing any staff restraining or forcing a child to sleep during nap time. Additionally, a witness stated a child who attends the center has difficulties napping but that they are offered a book or the child is encouraged to lay quietly and rest, if the child is being disruptive, they are brought to the Director so they do not bother the other napping children. 3 children were interviewed and denied observing any staff holding anyone down by their legs to make them nap. It was alleged that staff handled day care child in a rough manner resulting in bruising. 3 staff were interviewed and 3 of 3 staff did not mention any sight of bruising on C1 as a result of this incident, or any other potential incident during C1\342\200\231s enrollment. Riverside County Sheriff\342\200\231s Department initiated an investigation but based on initial information obtained, found no probable cause to investigate further at this time. Based on the information obtained from interviews, the allegations are found to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. An exit interview was conducted, and a copy of this report was provided along with a copy of the Appeal Rights was provided. A Notice of Site visit was given, and the Licensee understands that it must remain posted for 30 days.
