What the inspector wrote

Licensing Program Analyst's (LPA's) Hayley McCarthy and Tricia Danielson conducted this case management visit to address deficiencies discovered during a visit to deliver findings of complaint control #10-CC-20250506094615. LPA's conducted a tour of the facility and during the tour, LPA's found one bottle of nail polish remover and antifungal powder on the dining room table accessible to children. LPA then inspected the kitchen and found 3 bottles of wine on the kitchen table where licensee confirmed the children had eaten lunch that day. LPA's also found one open bottle of beer on the kitchen island accessible to children. Therefore, California code of Regulations (Title 22) deficiencies are being cited on the attached 809-D page. A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and a copy of this this report was reviewed with and handed to Licensee, Domitila Doplito. Appeal rights were discussed and provided during the exit interview.

LIC did not ensure personal rights were maintained for children in care. Based on observations and interviews, 5 of 5 children confirmed LIC spoke inappropriately to children in care. This poses an potential health, safety, and personal rights risk to children in care.

    (g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not be limited to: Poisons, detergents, cleaning compounds, medicines, firearms and other items which could pose a danger if readily available to children shall be stored where they are inaccessible to children.

    Personal Rights- (a)Each child receiving services from a family child care home shall have... rights that shall not be waived or abridged by the licensee...(4)To be free from corporal or unusual punishment, infliction of pain...humiliation...threat...or other actions of a punitive nature...or aids to...functioning. LIC did not ensure personal rights were maintained for children in care. Based on observations and interviews, 5 of 5 children confirmed LIC used corporal punishment, time out isolation, and humiliated children in care. (CONTINUED TO THE RIGHT)
