Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a Mitchum Family Childcare at the above home on April 15, 2026, at 11:00 AM. LPA met with Licensee Lisa Mitchum who guided LPA on a tour of the home. Upon arrival, six daycare children were present along with one assistant. During the visit, LPA verified that the facility roster reflects thirteen children enrolled and six children present. The facility operates Monday through Thursday, with hours 9 AM-12 noon on Mondays and Wednesday and 9 AM- 3PM on Tuesdays and Thursdays. Ages served range from 2.5 to 5 years years old. Certain areas listed as off-limits include the attached garage, bedroom 1, laundry room, and entire second story. Facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the capacity listed on the license. LPA observed children to be engaging with age appropriate toys and both adults interacting with children with song, puzzles and animals. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. LPA observed fireplace to be properly screened to prevent access by children. Kitchen knives are stored above the kitchen refrigerator and inaccessible to daycare children. LPA reminded licensee that all poisons and cleaning compounds deemed hazardous must be locked by a key. The facility provides a variety of age-appropriate toys for children indoors and outdoors. A current roster was available for review and up to date. LPA confirmed the required postings, including the Facility Sketch, Emergency Disaster Plan, License and Notification of Parent’s Rights, are displayed in the daycare area. Fire and disaster drill documentation is maintained, with the last drill conducted and recorded in April 2026. Licensee Lisa Mitchum stated there are no firearms or weapons stored or located on the premise of the FCCH, at this time. Licensee stated they understand that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. There are not any pools, spas, or other bodies of water. Licensee understands that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position. Both children's and employees' records were reviewed as part of today’s annual inspection. Current Mandated Reporter certificate is on file expiring in March 2027. A technical violation will be provided due to CPR/ First Aid course being scheduled and certificate on file being expired. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions. Licensee Lisa Mitchum was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. During the exit interview, the Licensee Lisa Mitchum, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
