What the inspector wrote

On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an unannounced Case Management inspection for an Increase in capacity. Upon arrival, LPA met with Carmen Gonzalez Director. Applicant is requesting to Increase their capacity from 24 to 28 preschool children ages 2-5 years of age, in preschool classroom 1 and preschool classroom 2. The Director is aware that only a total of 5 children age 2 can be enrolled into the program, the remainder of children will be ages 3-5. Hours of operation will be Monday - Friday 5:30 am - 6:00 pm. Present during today’s inspection were (7)) children with (2) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Carmen Gonzalez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor activity space. The outdoor previous measurements were used on today's visit. Total indoor activity space measured 1005.69 , which is sufficient to accommodate the requested capacity of (28 ) Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountains in both preschool classrooms. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/30/2024. LPA observed a total of 3 sinks and 2 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 28 children. The facility currently has a fully fenced playground area. Fencing is block wall and wrought iron which is at least four feet high. The total square footage for all the outdoor activity space is 3492.07 (measured at PL visit on 05/04/2012), which is sufficient to accommodate the requested capacity. The facility has a current Waiver on file to share the playground with the School-age program using a timed schedule. Shade is provided via canopy's, trees and outdoor umbrellas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 or 5-15 (manufacture Burke) which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via drinking fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Director Carmen Gonzalez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Criminal Record Clearance - Child Care Centers: Carmen Gonzalez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.” MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Carmen was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Review of records to be maintained - Child Care Centers: LPA reviewed with Carmen Gonzalez the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Subscribe to CCLD important information - Child Care Centers and Family Child Care Homes: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.” No corrections are needed. Licensing program analyst will process the request to increase the capacity from 24 to 28. A notice of site visit was given to the Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Carmen Gonzalez.
