What the inspector wrote

On August 8,2024, at 02:03 PM Licensing Program Analyst (LPA) Courtnee Peebles arrived at the facility to conduct an annual inspection as part of a compliance review. LPA toured the facility, inside and out, records were reviewed, and the following was observed and/or discussed: \302\267 Normal days and hours of operation are: Monday through Friday 07:00 AM to 05:30 PM \302\267 Off-limit areas include: Entire second floor, Garage, Cabinets \302\267 The facility is operating within the licensed capacity and appropriate ratios with nine children and two staff \302\267 Appropriate supervision provided during this inspection \302\267 A working telephone is present and the current number is on file \302\267 Appropriate fire extinguisher, smoke detector and carbon monoxide detector present and were tested by the Licensee during this inspection. \302\267 Fireplace is properly screened to prevent access by children \302\267 All hazardous items are stored inaccessible to children \302\267 Weapons are not present/stored according to Title 22. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations \302\267 Stairs are barricaded \302\267 Clean, safe and age appropriate toys \302\267 Current roster on file \302\267 Facility Sketch, Emergency Disaster Plan and Notification of Parent\342\200\231s Rights poster are posted \302\267 Documentation of fire and disaster drills on file \342\200\223 Last drill conducted on 10/02/2023. During record review LPA observed licensee has not done a fire drill since october 2 2023. This poses a potential health and safety risk to children in care. A citation will be issued. \302\267 No bodies of water at this time. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Verification of control of property on file \302\267 Children\342\200\231s records are not complete. During record review C3 did not have immunization's on file. This poses a potential health and safety rights risk to children in care. A citation will be issued. During record review C1 and C2 did not have a copy of the emergency information card as required. The LIC700 I.D. and emergency information was electronically signed with no additional information completed. This poses a potential health and safety rights risk to children in care. A citation will be issued. During record review licensee did not have sleep logs for C1 and C2. This poses a potential health and safety rights risk to children in care. A citation will be issued. \302\267 Employee\342\200\231s records are not complete. During record review S2 did not have a current up to date mandated reporter. This poses a potential health and safety risk to children in care. A citation will be issued. During record review S2 did not have immunization's available for viewing. This poses a potential health and safety risk to children in care. A citation will be issued. During record review S2 did not have a signed and dated LIC9052 employee\342\200\231s rights, as required. This poses a potential health and safety risk to children in care. A citation will be issued. Licensee did not have a file readily available for S2 during record review. This poses a potential health and safety risk to children in care. S2 has been employed at the family child care for two years come October 2024. \302\267 Mandated Reporter Training expires on 10/05/2024 \302\267 Pediatric CPR and First Aid Card expire on 01/29/2025 \302\267 Health & Safety Certificate - completed \302\267 Resident and/or staff records were reviewed and all adults who require caregiver background checks have received all required clearances and/or exemptions. The licensee confirmed that there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm The Licensee was informed of their reporting requirements and was provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO10@dss.ca.gov The Licensee can submit transfer forms to associate new individuals or to disassociate someone from the facility at: Associations_Disassociations858@dss.ca.gov LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
