Inspector’s narrative

What the inspector wrote

According to the CCC handbook, staff are required to inform parents immediately if a child sustains a serious injury or an injury above the neck/shoulder area. For minor injuries, such as a scraped knee, staff are instructed to clean the affected area and document the injury in an incident report. Staff are not required to notify parents of every minor injury that may not require medical treatment. For C1 specifically, CCC staff had agreed to inform C1’s legal guardian of all injuries or altercations, both major and minor, as a courtesy. Confidential interviews revealed that CCC staff report injuries to parents or legal guardians as soon as possible. Interviewees also stated that no major incidents involving C1 had occurred that would have required immediate or emergent care. Regarding the second allegation that staff were aggressive with a child in care; This allegation involved a claim that an unknown staff member had aggressively grabbed a child by the wrist. Four out of five interviews indicated that interviewees had never witnessed or heard of a staff member aggressively grabbing a child by the wrist. Additionally, LPA reviewed incident reports from the past 30 days and found no records related to this allegation. Due to a lack of specific information, including the date, time, and persons involved, LPA was unable to corroborate that any staff member was aggressive with a child in care. Based on interviews and records reviewed, the allegation that staff do not properly report incidents involving daycare children may have occurred; however, it is not supported or proven by evidence. Similarly, the allegation that staff were aggressive with a child in care is unsubstantiated due to insufficient evidence. Therefore, both allegations are unsubstantiated at this time. A copy of this report, along with appeal rights and a Notice of Site Visit, was provided to Director Linda Scott.
