Licensing Program Analyst (LPA) Jesse Gardner conducted an unannounced annual inspection for a large family childcare at the above home on 07/31/2025 at 11:16 AM. LPA met with Licensee Shana McKenrick who guided LPA on a tour of the home. There were 4 children present with Licensee when LPA arrived. The facility operates Monday through Friday 7:30AM through 5:00PM each day. Certain areas are off-limits, including all bedrooms, laundry room, garage, and backyard The facility is licensed as a small/large Family Child Care Home (FCCH) with a maximum capacity of four-teen children and is operating within the licensed capacity of the license. The fire clearance for a large family child care was approved in 4/2017 by the Riverside County Fire Department. During the inspection, LPA observed the Licensee to be responsive and aware of where the children were at all times. A working cell phone telephone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee McKenrick understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent\342\200\231s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on 06/01/2025. There is a pool present in the backyard of the facility. \302\267 Fence Type : Mesh \302\267 Height of the Fence : 5 Feet \302\267 Surface : Free of protrusions, cavities, or other physical characteristics that would serve as handholds or footholds that could enable a child to climb over. \302\267 Distance Between the Ground and Bottom of Fence : Less than 2 inches \302\267 Fence Sturdiness : Mesh material cannot be easily pushed over, broken, removed, or stretched by children. \302\267 Proximity of Permanent/Non-Permanent Items : There were no items near the fence (e.g., planter boxes, trees, rocks, benches, pool filters) that reduce the fence\342\200\231s height to less than 5 feet or make it easily climbable by a child under six years old. \302\267 Compliance for Mesh Fencing : Mesh fencing meets ASTM requirements Gate: \302\267 The gate is self-closing and self-latching. \302\267 The gate swings open away from the body of water. \302\267 Key lockable device positioned 60 inches from the ground. Removable Mesh Fencing: o The fence will remain in place whenever licensed care is provided. o The fence complies with ASTM International Standard F2286 (unless it meets the measurement requirements). Pool Alarms \302\267 LPA confirmed alarm is functional \302\267 Compliance with ASTM International Standard F2208. Safety Equipment Key items to document: \302\267 Observations of safety equipment readily visible and available near the swimming pool. \302\267 Life ring: o Minimum exterior diameter of 17 inches. o Approved by the United States Coast Guard. \302\267 Rescue pole: o Fixed minimum length of 12 feet. o Equipped with an attached body hook. Daily Inspection Log Key items to document: \302\267 Licensee provides daily inspection logs. \302\267 Observations confirm inspections are conducted daily to ensure all safety measures are in place before the facility opens. Licensee understands that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position. LPA observed that a daily pool inspection log is being completed on days of operation and all safety measures are in place before the facility opens. Both children's and employees' records are not complete. Mandated Reporter Training has been completed and is valid until 03/14/2027. The Pediatric CPR and First Aid certification expires on 11/24/2026. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions. Licensee McKenrick was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
