What the inspector wrote
Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for Henton Family Childcare (FCCH) on April 25, 2025, at 10AM. LPA met with Licensee (LIC) Michelle Henton, who granted entry and authorized LPA to initiate an inspection through the indoors and outdoors of the home. Upon arrival, ten daycare children were present with one assistant.
The facility operates Monday- Friday, 6:30AM to 5:00 PM, servicing 0-7 years old. Certain areas listed as off-limits include the attached garage, laundry room, entire second story, and retaining wall garden. Facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the capacity listed on the license. Ten children were present during inspection, ages 2-4 years old. During the inspection, LPA observed older children engaged in centers indoors and younger children engaged in gross motor activities outside. Children were also observed, intermittently escorted to the restroom and then getting ready for lunch.
There is a trampoline on the premises, however licensee states that it is not used by daycare children. The trampoline and its surrounding cover appear to be in fair condition, with minor tears. Alternatively, daycare children utilize an age appropriate, Jump-aroo located on the covered patio. The licensee agrees to only use the Jump-aroo in accordance with the manufacturer\342\200\231s guidelines and will provide adequate supervision to all children in care.
A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, mounted in entry hallway to the home. LPA observed an operational smoke detector mounted in the entry corridor to the home. Additionally, the carbon monoxide detector was operational and battery operated outside of the kitchen. LPA confirmed operating magnetic child safety locks under the kitchen sink where cleaning products are located. LPA confirmed and observed all kitchen knives, located above the kitchen microwave, inaccessible to daycare children. LPA reminded licensee that all poisons and cleaning compounds deemed hazardous must be locked by a key.
The facility provides a variety of age-appropriate toys for children downstairs. A current roster was available for review and up to date. LPA confirmed the required postings, including the Facility Sketch, Emergency Disaster Plan, License and Notification of Parent\342\200\231s Rights, are displayed in the daycare area. Fire and disaster drill documentation is maintained, with the last drill conducted and recorded in March 2025.
Licensee Michelle Henton stated there are no firearms or weapons stored or located on the premise of the FCCH, at this time. Licensee stated they understand that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
During inspection, LPA did not observe any bodies of water present at the facility. Licensee Michelle Henton
stated they understand that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position.
Both children and employee records were audited during this inspection and found to be complete. Mandated Reporter Training is on file and valid through October 2025. Licensee Pediatric CPR and First Aid certification is current and expires in July 2026. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions.
Licensee Michelle Henton was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded Licensee that infant sleep logs must document position of the infant when the child is under the age of 12 months, and include staff initials. LPA reminded licensee that safe sleep regulations require that the door to a room that an infant is sleeping in, to always remain open; the provider should be able to visually observe the infant without moving the door. Additionally, pacifiers are allowed in the crib or play yard, if nothing is attached to it. Clothes clips are only permitted when the infant is mobile.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

On April 1, 2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

There are no deficiencies being cited at this time. A technical assistance will be provided, regarding one of four child files, missing personal health identifying information, required for LPA to verify required immunization's. Please refer to advisory notes (LIC 9102). LIC 9102 were provided to review regulations that were observed to be either in question or a potential risk for a future deficiency cited. Advisory Notes are provided with the intent to avoid issuing citations for violations that are technical in nature and do not present an immediate or potential health, safety or personal rights risk to those in care.
A Notice of Site Visit (NOS) was given and must remain posted for 30 consecutive days. LPA reminded licensee, Michelle Henton, that the NOS must be posted in a prominent, visible space available to parents, guardians or care givers.
An exit interview was conducted, and a copy of this this report was reviewed with and handed to Licensee, Michelle Henton. Appeal rights were discussed and provided during the exit interview.
