What the inspector wrote

Interviews revealed that Staff #1 was never left alone with the child at any time, and there were no complaints or suspicions that the staff was abusing the child. Additional evidence was obtained by Investigator Seng, including medical records, that did not support allegation of sexual abuse. In addition, a separate investigation was conducted by Detective David Snell from Riverside Sheriff’s Department that was unsubstantiated. Detective Snell made several attempts to conduct a forensic interview with Child #1, however, the parent would not show up to the interview and/or would also cancel the appointment. The second allegation is regarding personal rights, where the mother questioned Staff #1 why the child had a different set of clothing on upon pick up. Per interviews conducted by Investigator Seng, the daycare ensures that an extra set of clothes placed aside in case a child has an accident. Interviews revealed that the child had an accident and required a change of clothing but did not inform the parents because the daycare does not have a policy to inform parents if child had soiled their clothes. During the investigation, Investigator Seng confirmed that the restrooms are located inside the classrooms and only a female staff were tasked to provide visual supervision of the child in the restroom. Further interviews revealed that Child #1, is very independent and can change without any assistance. The female staff did not assist the child but stood near the door and supervised. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are unsubstantiated based on lack of evidence and medical records. Exit interview conducted. Appeal rights discussed and provided along with a copy of this report was provided to the Licensee on this date. A copy of this must be made available to the public upon request for the next 3 years. The Notice of Site Visit (LIC 9213) was posted where the parent/guardian of children enter and exit the facility. The Notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
