Based on observation and interview, the licensee did not comply with the section cited above in that there were two small bottles of pepper spray that were inside of the licensee's bag. This bag was located far from where the children were located, but it was located in an area that the children had access to. This poses/posed a potential health, safety or personal rights risk to persons in care.
