What the inspector wrote

On September 4, 2025, at 1:36 PM, Licensing Program Analyst (LPA) Sandra Pulido arrived unannounced to Adams Family Child Care Home (FCCH) for a Case Management visit regarding the inspection of in-ground pool safety requirements per State Assembly Bill (AB) 2866, Chapter 745, Statues of 2024. During the inspection, LPA observed the following: There is an in-ground pool in the backyard of the home. There is a sturdy 5ft mesh fence, with a self-latching, self-closing gate with a key-lockable device. LPA verified the gate opens away from the pool and the lock on the gate is positioned at least 60 inches from the ground. The right side of the pool has a retaining wall consisting of concrete blocks, however, additional fencing was added to ensure it met the minimum 5ft from the top of the concrete blocks. Licensee installed a 5 ft mesh fence that surrounds the front side of the pool and connects to their back fence and the neighboring fence, ensuring the pool area is fully enclosed. LPA confirmed there is a pool alarm installed in the pool that is in compliance with ASTM International Standard F2208. Licensee tested the pool alarm while LPA was present and confirmed it is in working order. Licensee also provided documentation confirming the pool alarm meets the required compliance. LPA verified there is a life ring with exterior diameter of 20 inches and approved by the U.S. Coast Guard. LPA observed an 8 ft. telescopic rescue pole with a life hook that does not meet the minimum requirement of fixed 12 ft, a citation will be given. LPA verified there are no windows or doors with direct access into the pool. LPA did not observe items or objects near fencing that would reduce the fence\342\200\231s height to less than 5 ft or make fence climbable by a child under six years old. LPA advised licensee to be vigilant of any wear and tear on the fencing, gate, spring and latch and ensure it continues to meet requirements. LPA verified a daily pool inspection log to be maintained on days of operation to ensure all safety measures are in place before the facility opens. Licensee understands that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position. There is a deficiency being cited on the 809D page. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensee Donisha Adams.
