What the inspector wrote

On May 14, 2025, at 09:36 AM, Licensing Program Analyst (LPA) Courtnee Peebles met with Growing Trees (CCC) Director, Julia Fletes for a case management visit. During the visit LPA Peebles conducted interviews with D, S1, and S2 simultaneously. Upon arrival, LPA Peebles received a facility tour and conducted a census. In Classroom #6, LPA observed 19 children present. The tour revealed a bookshelf positioned in front of the restroom door, obstructing access. The toilet water level was near the edge, almost spilling over. Staff members S1 and S2 reported that the toilet overflows 2 to 3 times a week, rendering one toilet and one hand washing station accessible to the children. Additionally, interviews disclosed that toilet paper is disposed of in the trash can for both urination and bowel movements. LPA Peebles informed the staff that childcare centers are required to maintain one toilet and one hand washing fixture in proper working condition for every 15 children or fraction thereof, as per Title 22 regulation 101239(e)(4) . With 19 children present, the facility was in violation of this regulation. To address the issue, four children were relocated to another classroom to ensure compliance with the required child-to-facility fixture ratio. Staff members promptly plunged the non-flushing toilet to restore its functionality. The facility is being cited under Title 22 regulation 101239(e)(4) for failing to maintain an adequate number of toilets and hand washing fixtures in safe and sanitary operating condition. An exit interview was conducted, appeal rights were discussed and provided. A Notice of Site Visit was issued and must remain posted at the facility for 30 days.
