What the inspector wrote

On 08/21/2025 at 9:45 AM, Licensing Program Analysts (LPAs) Tiffanie Diep and Patricia Berry met with Licensee Hanbo (Hank) Liang and Acting Director Jennifer House for the purpose of an unannounced case management inspection, and Acting Director guided LPAs on a tour of the facility. LPAs observed three staff supervising nine children. LPAs observed three staff who were present with children and do not have clearance transfers. This is an immediate risk to children in care and is an immediate civil penalty of $600. A deficiency is being cited on the attached LIC 809-D. Licensee and Acting Director were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Based on LPAs’ observations, interviews conducted, and records reviewed, a deficiency is being cited on the attached LIC 809-D. LPAs Tiffanie Diep and Patricia Berry informed the licensee and acting director, Hanbo (Hank) Liang and Jennifer House, that this report dated 08/21/2025 documents one Type A citation which shall be posted for 30 consecutive days as there was an immediate risk to the safety of children in care. Continues on LIC 809-C Continued from LIC 809 (Page 2) Also, LPAs informed Licensee and Acting Director to provide a copy of this licensing report dated 08/21/2025 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgment of Receipt of Licensing Reports (LIC 9224), or other written statement, must be placed in the child’s file for verification. An exit interview was conducted and report was reviewed with the licensee and acting director, Hanbo (Hank) Liang and Jennifer House. A notice of site visit was given to Licensee and Acting Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
