What the inspector wrote

An Informal Conference was held at the Riverside Child Care Regional Office on November 08, 2024, at 1:00 PM. Present during the informal conference were Kingston Academy Representatives: Licensee Han Bo Liang, Director Karen Brazzill, Teacher Deborah McFarland, Teacher Kelly Peterson, Teacher Yingying Wen, Lead Teacher Denese Keeler, CDSS Regional Manager (RM) Rey Pennywell, Licensing Program Manager (LPM) Ana Noble, Licensing Program Analyst (LPA) Raymond Moorehead, and Office Assistant (OA) Christopher Escalera. The meeting was held to discuss the importance of communication between Kingston Academy representatives and the department. Facility's compliance history was reviewed including review of repeated non-compliance concerns throughout Kingston Academy licensed facilities pertaining to the following Title 22 Division 12 regulations: 1) Personal Rights 2) Children and Staff Records 3) Responsibility for Providing Care and Supervision 4) Reporting Requirements 5) Inspection Authority During this meeting, it was disclosed that the following measures have been taken Kingston Academy Management: 1. Facility has updated the Parent Handbook 2. Conducts parent orientations/tours for new parents/children 3. Staff trainings are conducted on a daily basis via text communication 4. Monthly staff meetings are conducted after child care hours 5. Implementing great customer service practices During the conference, RM R. Pennywell and LPM A. Noble reminded the Kingston Academy Licensee and Management of the importance for regulatory compliance in licensed facilities to protect the Health and Safety of children in care. The Kingston Academy representatives were informed the Community Care Licensing Agency takes these violations seriously, and how continued repeat violations can lead to further administrative actions by the Department including Non-compliance conference and/or up to revocation of licensure. LPM Noble introduced the Childcare Technical Support Program (TSP) and informed the Kingston Academy Licensee Han Bo Liang and Management that TSP is a voluntarily program to assist facilities with meeting and maintaining the requirements of operating a licensed childcare facility. Hard copies of documents were discussed and provided to Kingston Academy Representatives related to TSP; Title 22 Regulations and Health & Safety Code sections identified above. An exit Interview was conducted, and LPA Raymond Moorehead provided Kingston Academy representatives with a copy of this report and appeal rights during this office visit on November 08, 2024. -The Kingston Academy Licensee Han Bo Liang and Director Karen Brazzill, were reminded of the following: -All sites shall have a qualified director or qualified substitute designated in the absence of the director, per Title 22 regulations. -The licensee shall provide care and supervision as necessary to meet the children's needs. -Staff and children records shall be complete and available for review – irrespective of staff or children’s rotations to other sites and/or for staff coverage. -Submit written reports of occurrences and/or events involving children, staff or other matters impacting the operation of the childcare center according to specified items under Title 22 regulation 101212, by contacting the assigned analyst or CCL’s duty officer or email to UnusualIncidentReportsDO09@dss.ca.gov . The duty officer is available for assistance and or inquiries, Monday through Friday, 8:00 am to 5:00 pm -The Department has the inspection authority specified in Health and Safety Code Sections 1596.852, 1596.853 and 1596.8535. Sign up for department and quarterly updates at: https://cdss.ca.gov/inforesources/community-care-licensing/subscribe . 8. LIC9224 Receipt of Licensing Report Additionally, Kingston Academy representatives were reminded to provide a copy of this licensing report dated 11/08/2024 to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
