Inspector’s narrative

What the inspector wrote

On this date and time, Licensing Program Analysts (LPAs) Laura Mejorado and Tiffanie Diep arrived at the facility to conduct an inspection regarding a separate matter. LPAs met with facility representative Jennifer House. LPAs toured the facility, took census, and verified associations. While touring the facility LPA Mejorado observed an infant sleeping in a high chair with a blanket. LPA addressed the issue with staff and informed staff the infant can not sleep in a high chair and requested staff remove the infant from the high chair and place them in a crib to continue sleeping. Staff removed the infant from the high chair and moved the infant to a crib. Therefore, based on LPAs observations the Facility was found to be in violation of the following Title 22 Regulation: 101430 Infant Care Activities (a) Notwithstanding Section 101230, the following shall apply: (3) All infants shall be given the opportunity to sleep without distraction or disturbance from other activities at the center whenever the infant desires. (E) If an infant falls asleep before being placed in a crib, staff shall move the infant to a crib as soon as possible. See LIC809-D for cited deficiencies. LPA Mejorado informed facility representative Jennifer House that this report dated 9/3/25 document(s) one Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Also, LPA Mejorado informed the facility representative Jennifer House to provide a copy of this licensing report dated 9/3/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the facility representative Jennifer House and Licensee Hanbo Liang.

  • INFANT CARE TEACHER QUALIFICATIONS AND DUTIES

    (b) Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university. This requirement is not met as evidenced by: Based on interviews and record review, S1 was working in the infant classroom alone without the necessary units, which poses a potential health, safety and personal rights risk to children in care.
