Based on observation made by LPA of bushes/trees located outdoor, in areas previous utilized for play, which had thorns on the branches. The licensee did not comply with the section cited above however, due to extreme weather conditions, the children have not played outdoors for sometime. Therefore, this only poses/posed a potential health, safety or personal rights risk to persons in care.
