What the inspector wrote

On 05/28/2025 a 2:48 PM Licensing Program Analyst (LPA) Susan Brewer arrived at the facility to conduct an annual inspection. LPA was greeted by Licensee Gabriela Garcia and granted entry to tour the facility inside and out. LPA reviewed records and observed and/or discussed the following: Present were the licensee, 1 staff and 1 resident. Normal days and hours of operation: Monday-Friday; 7:00 AM to 5:00 PM OFF-LIMIT AREAS INCLUDE: Bedrooms 1, 2, and 3, Garage, second half of the backyard that is not gated. The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains, except as noted on the LIC809D. \302\267 The facility is operating within the licensed capacity and appropriate ratios. \302\267 The Licensee is present in the home and has ensured that children in care are supervised. LPA took a census of 13 child in care. \302\267 When temporarily absent from the home, the Licensee shall arrange for a substitute adult to care for and supervise children, however the licensee stated they have low enrollment at this time. \302\267 A working telephone is present. \302\267 A fully charged fire extinguisher (2A:10BC) was observed and tagged by the fire department and needle in the green. A smoke detector and carbon monoxide detector were present and tested by the licensee during this inspection on 05/28/2025. \302\267 All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children are locked in the garage. \302\267 Storage of poisons are inaccessible to children and are locked in the garage. \302\267 No Stairs at the facility. \302\267 The fireplace is properly screened on 05/18/2025. \302\267 No guns or weapons present as stated by the Licensee. Licensee Gabriela Garcia, understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations. \302\267 Home is clean and orderly, with heating and ventilation for safety and comfort. \302\267 Clean, Safe and age-appropriate toys and equipment are present for both indoor and outdoor activities. \302\267 Outdoor play areas are fenced and/ or appropriate supervision is present. \302\267 Verification of control of property on file by Rental Agreement. \302\267 LIC9149 Property Owner/Landlord consent on file. \302\267 Pediatric CPR and First Aid training on 07/11/2022; Card expired on 07/2024 \302\267 Health & Safety Certificate - completed on 07/14/2022 \302\267 Mandated reporter General: 10/05/2022; AB 1207 Child Care Expired: 10/2024 \302\267 Fire clearance on record \302\267 Documentation of fire & earthquake drills to be conducted every six months: Last drill: 09/02/2024 fire and emergency drill. \302\267 There are no bodies of water on 05/28/2025. Licensee Gabriela Garcia, understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Children\342\200\231s files are complete on incomplete: Incomplete for 8 of 13 children present: 3 infant children present missing files; Missing LIC9227 Individual Sleep plans and sleep logs for infants and the LPA observed an infant napping on their stomach upon entering the facility; LIC282 missing in all files, 5 children missing immunization records, LIC9150 missing in 6 files. \302\267 Staff files are complete \302\267 A review of staff records on 05/28/2025 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. \302\267 Lead Testing conducted and approved: N/A To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The Licensee can submit transfer forms to associate new individuals or to disassociate someone from your facility at: Associations_Disassociations862@dss.ca.gov The Applicant was informed of their reporting requirements and is provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov LPA Susan Brewer, discussed the safe sleep regulations with licensee Gabriela Garcia and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Gabriela Garcia, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
