On the date and time listed, Licensing Program Analyst (LPA) Perla Ordonez conducted an annual inspection as part of a compliance review. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: A review of staff and children's records were conducted as part of this evaluation. The licensee/director is asked to update the following documents, if applicable, and submit to licensing within 30 days: - LIC 500 Personnel Report - LIC 610 Emergency & Disaster Plan - Parent Handbook/ Program Curriculum/Admission policies and procedures/ fee schedule (only if changes have been made) - LIC 309 Administrative Organization (only if changes have been made) - LIC 308 Designation of Administrative Responsibility (only if changes have been made) The following items have been posted and are updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent’s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu · The facility is operating with the limits as stated on the license. · Ratios are being met during this inspection. · Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards. · There are no weapons present at the facility as stated by Director Gloria Luna. · There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position. · Medications are stored where inaccessible to children in an upper head cabinet in a locked box. · Hazards are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous. · LPA advised Licensee on Building and Grounds regulations. LPA reminded Licensee to ensure they are checking if any plants grow spikes/thorns which could pose a danger to children as if so they would need to make the plants inaccessible or they would need to remove the plants. · Poisons and toxins are not locked. During facility tour, LPA observed that poisons/toxins in the kitchen were not stored in a locked area. No children were observed in the area and poisons/toxins were inaccessible at the time. · All floors shall be clean and safe. · Bathrooms were observed to be safe, sanitary and in operating condition. · Playgrounds are enclosed by appropriate fences and free of hazards. · Outdoor activity areas are supplied with age-and-size equipment in good condition. · Food is not prepared on-site as children bring lunch from home. Staff only assist in serving food. · Food is stored appropriately and protected from contamination. · All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. · Menus shall be posted at least one week in advance in a place visible by the child’s authorized representative, dated and kept on file for 30 days, and made available upon request. Facility has snack menu posted. · Uncontaminated drinking water shall be readily available both indoors and outdoors and provided by water fountains outside and water pitchers with water bottles inside. · The areas around or under high climbing equipment, swings, slides, and similar equipment shall be cushioned with material that absorbs a fall. The facility utilizes: rubber mulch. · Sign in/Sign out record was reviewed and meets regulation requirements. · A Staff member is present with current Pediatric CPR/First Aid which expires on 08/2027. · Opening and closing staff member’s CPR/First Aid expires on 08/2027 and 08/2026. · A review of children’s records was conducted, and records were found to be complete during this inspection. During record review, LPA observed that the written medical assessment for one of the children was more than one year old when obtained. However, LPA observed that the child was only recently enrolled and was still within the 30 day period to obtain a written medical assessment that meets regulation requirements. LPA advised Director. · Disaster drills to be conducted every six months – last drill conducted on 02/27/2026. · A review of staff records indicates that all staff present meet minimum qualifications for the position for which they were hired. · The Licensee was informed of their reporting requirements and is provided with the Regional Office’s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov · A review of staff records on 04/30/2026 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. · The Licensee can submit transfer forms to associate new individuals or to disassociate someone from your facility at: Associations_Disassociations862@dss.ca.gov LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. F acility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
