What the inspector wrote

We nurture the development of self-esteem by respect, accepting and comforting children regardless of their behavior. Corporal punishment is unacceptable and all children’s personal rights are valued. Some staff prefer to talk to the children about their behavior, as they sit down for a few minutes on a chair or bench, and may encourage children to apologize to another child, if they caused them any harm. Diaper changes are done primarily by the Licensee/Director and take place in an area near the front of the facility. Issues concerning diapering and children behavior, while being diapered, have not been observed or reported by staff and/or parents/legal guardians of children in care. During the investigation the LPA was not given access to interview pertinent sources to clear up the conflicting information obtained. This did not allow for the allegations to be proved or disproved. However, the Licensee/Director denied any such incident at their facility. Based on the information that was obtained, and although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Director/Licensee Marla Baum.
