What the inspector wrote
On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant Celeste Etheridge. Applicant requested to be licensed for 60 preschool children ages 2 through 5 in classrooms 1 and 2, after site visit and measuring the facility will provide an updated LIC 200A requesting a capacity of 57 children. Hours of operation will be Monday - Friday 6:30 am - 6:00 pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Celeste Etheridge that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
When medications are on site, Celeste Etheridge stated that they will be stored in the kitchen. A fully equipped first aid kit is located in kitchen.
There is an operational carbon monoxide detector on site located in classroom 1 and 2. All required licensing documents were observed posted in the parent / children's cubby area. Children will be signed in and out at parent / children's cubby area.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2002.65, which is not sufficient to accommodate the requested capacity of 60 children. The indoor square footage can accommodate a total maximum of 57 children, LPA will request an updated Fire Clearance for the capacity of 57 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via bottle water with disposable cups. In addition there is a drinking fountain. LPA observed all hazardous items to be inaccessible to children.
There are no bodies of water or weapons on the property. Fire clearance was granted on 03/27/24.
LPA will request an updated fire clearance to reflect the capacity of 57 children.
LPA observed a total of 7 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office.
Facility will provide breakfast, lunch and pm snacks. The kitchen area currently includes a sink, stove, microwave, and toaster oven. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a latched half pony door.
The facility currently has a fully fenced playground area. Fencing chain link and block wall which is at least four feet high. The total square footage for all the outdoor activity space is at least 100 x 100, which is sufficient to accommodate the requested capacity. Shade is provided via trees and a covered patio area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a small slide structure which is properly anchored. (see correction needed) There is adequate cushioning in fall zones of climber provided by sand. Drinking water is available via an igloo with disposable cups. LPA observed potential hazardous items on the playground to be accessible to children, see corrections needed. Applicant

Criminal Record Clearance - Child Care Centers:
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
The following corrections are needed prior to the issuance of the license:
1. Proof of repairs to all areas of the facility structure walls that the stucco is chipped and peeling have
been repaired.
2. Proof that the vent screening/cover on the facility structure located by storage room exterior wall and
stairs by room 1 have been repaired.
3. Proof that the rust on the stairs to the small slide structure have been repaired.
4. Proof of an outlet cover being installed on the outlet next to exit to side area of the building in room 2
shall be submitted.
5. Proof of repairs to the girls play house that has splintered wood and chipped paint have been
repaired.
6. Proof of repairs to the large barn that has splintered wood and chipped paint have been repaired.
7. An updated LIC 200A will be needed for the total capacity of 57 children, LPA will obtain an updated
Fire Clearance to reflect the capacity of 57 children.
Applicant understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
